FOR IMMEDIATE RELEASE - NOVEMBER 28, 2006

FBI and Mexican authorities investigate weekend Kidnapping of three U.S. citizens

Laredo, Texas, - D. True Brown, Acting Special Agent in Charge of the San Antonio Division of the FBI, announced today that the FBI is working closely with Mexican Law Enforcement authorities regarding the kidnapping of three U.S. citizens visiting Mexico on Sunday, November 26, 2006. The three U.S. citizens are identified as 49 year old Librado Pina Jr., his son, 25 year old Librado Pina III, both of Laredo, Texas, and 45 year old David Mueller of Sweetwater, Texas. The three individuals were visiting an area approximately thirty minutes Northwest of Laredo, Texas, for recreational purposes when they were abducted.

Since the kidnapping occurred within the sovereign nation of Mexico, the FBI has initiated a Foreign Police Cooperation investigation, and is providing any and all resources necessary to ensure the safe return of the Pinas and Mueller. The FBI and Mexican authorities are participating in the newly formed BI-National Kidnapping Task Force (Mexico and U.S. authorities), and have been aggressively pursuing leads on both sides of the border in an effort to effect the safe return of these individuals. The U.S. State Department has also been monitoring the investigation since the FBI was notified of the kidnapping on Sunday, November 26, 2006, by the families of both Mueller and the Pinas.

Anyone possessing any information relative to this investigation is urged to contact the nearest FBI office, or to call telephone number 210-225-6741 for the FBI office in San Antonio, Texas.

A criminal complaint is an accusation of criminal conduct and is not evidence.
A defendant is presumed innocent until convicted through due process of law.
